Click on Network and Internet

Next, open the Network and Sharing Center:

Open Manage network connections:

Right-Click on Local Area Connection, or which ever icon represents your Network card, and select Properites.

Click on Internet Protocol Version 4 (TCP/IPv4) to highlight it, then click Properties.

Enter the IP address information exactly as it was given to you.

Click OK, then click Close.

You shold now be able to use your web browser or email programs when ever you want.
